What is Kura Kura Bali, in confirmed facts?

We will not inflate this. Here is what is officially on the record as of June 2026, with the source named inline so you can verify it yourself.

The Kura Kura Bali SEZ (KEK Kura Kura Bali) was legally established on 5 April 2023 through Government Regulation PP No. 23/2023, with its administering council set under Presidential Regulation Keppres No. 6/2023. It occupies 498 hectares on Pulau Serangan (Serangan Island), Denpasar, and is developed by its operator, PT Bali Turtle Island Development (BTID). The zone’s stated investment target is approximately IDR 104.4 trillion (~USD 6.5–7 billion) over roughly 30 years, with projected job creation cited by the operator around 99,853 jobs. Named foreign investors on the public record include Mitsubishi Estate (Japan) for marina, promenade, housing, and retail; Tsao Pao Chee (TPC) Group (Singapore), a fourth-generation family holding, for wellness and mindfulness assets; and Pegasus Capital (United States) for a five-star eco-hotel.

Crucially, the financial-centre positioning is official, but it is forward-looking. Coordinating Minister Airlangga Hartarto stated that the government is finalising the regulations that would form the foundation for establishing a financial centre within the Kura Kura Bali SEZ. That is a real, sourced government statement — and it is a statement of intent and direction, not a declaration that a financial centre is licensed, regulated, or operating today. We write about it that way throughout this hub.

The zone also sits within a wider strategy: its sister SEZ at Sanur (medical and wellness) is already live, with Bali International Hospital operating since April 2025. High-net-worth entry rails — the Indonesia Golden Visa and Second Home Visa — are live national programmes that connect naturally to investment in the zone.

We are not the asset owner or developer. We do not own land, villas, or projects inside the zone. We broker access to opportunities owned by others.
We are not a licensed financial advisor, securities firm, or fund. Nothing on this hub is investment advice, a securities offering, or a solicitation to buy a financial product. We do not manage money or guarantee returns.
We are not a law firm, tax firm, or licensed immigration agency. We coordinate licensed professionals; we do not ourselves render legal, tax, or immigration determinations.
We are not the government and we are not “official.” We do not issue visas, approvals, permits, or zone tenancy, and we cannot promise that any application will be approved.

We also hold a firm line on language. We will never tell you Kura Kura Bali “is Bali’s Dubai” or that it “is a family office zone.” As of June 2026 there is no standalone Indonesia family-office law, and no regulation uses the “Bali’s Dubai” branding — those are analogies and PR framing, not legal facts. When we discuss that future, we say the zone is “positioned toward” or “could become” such a centre, conditional on regulations the government has stated it is still finalising. We make no guarantees of yield, approval, or appreciation, anywhere.

How do we verify what we publish?

Our editorial standard is simple: a claim either has a named, datable source, or it is labelled as analysis or opinion. Specifically:
